User defined concrete strength for preliminary design

Is there any way to design a girder using a user defined concrete strength? I would like to design the girder for an fci = 6 and f'c = 8.5 and determine the number of strands required. Can you use the preliminary designer for this?
The preliminary designer in PGSuper produces an optimized design as explained in the Fall 2009 PCI Journal Article "Design Optimization for Fabrication of Pretensioned Concrete Bridge Girders: An Example Problem" by Brice, Khaleghi, and Seguirant. The resulting design optimizes the strand configuration and the concrete strengths.
PGSuper does not permit f'ci and f'c to be fixed in the design algorithm.
What you suggest is a feature that I've been wanting to add to PGSuper for quite some time. It is on our list of things to do, however it has not been assigned a priority or a delivery date.
Perhaps PGSuper users can reply to this posting and discuss the need for such a feature.
